Actual Behavior / Observation

ICT is an obvious abbreviation, what does it stand for? It is not on this page nor is it listed in a quick google search (references this page)

Expected Behavior / Recommendation

I expect ICT to be expanded into the words, Information Computer Technologies (maybe? is that what it stands for?)
