Total Commander 9.0a x64 shows this when trying to add the plugin:

The plugin likely needs DLLs which are missing on your system.

I got around the error by putting a downloaded copy of lua53.dll and libwinpthread-1.dll from Git for Windows next to highlightcommander.wlx64.
