Is the stop loss a trailing stop loss function? If not, could that be a possible update?

I'd like to discuss the stop loss and trailing stop loss features please.
I'm using v1.9. In my understanding stop loss is a percentage based on an initial buy price. i.e. stop loss is set to 10% and bot buys at price 100 and if things go south it's going to sell at 90. Whereas the trailing stop loss is a percentage based on a current price in any given moment until the price reaches profitPercent value. If for some reason stop loss and trailing stop loss calculated price correlate then selling at higher price from those 2 to minimize loss.
Is it working that way now?
