[Feature] scoop update someapp should ignore held state

If I explicitly update a certain app, the app's held state should be ignored.
In my use case, I hold the app wechat so it doesn't get updated when I update everything because I rarely use it. But sometimes I want to update wechat. So I type scoop update wechat but scoop tells me that it is held and can not be updated. I have to unhold, update, then rehold it. I think this is inconvenient and I hope this can be improved.
