[Feature]: Action for only installing Scoop #28
Description
There is currently no way to do a Scoop install without triggering actions relevant to bucket maintenance. We may decouple existing actions and maintain an official setup-scoop action so other projects on GitHub using Scoop for CI/CD can catch up with the latest Scoop easily other than bucket maintenance.
