Can't build on Linux

I am on 64 bit LinuxMint 17.1

blake@blake-sony ~/Backup/packages-xpce/src $ autoconf
/usr/bin/m4:configure.ac:34: cannot open `../../ac_swi_c.m4': No such file or directory
autom4te: /usr/bin/m4 failed with exit status: 1

The exact sequence would be great.
