Team sorting

By default, teams being sent to devices for scouting will be sorted by the number of scouts they have i.e. less scouts means higher ranking so as to even out the data. However, a user should be able to 🌟 a team, thus ensuring it is always scouted and gets priority when ranking teams. In addition, to break a tie we should rank them by best visibility if possible.
