Describe the bug
Running SQFVM.exe with --input-pbo pointed at non-existent file results in file being created by that path

To Reproduce

sqfvm.exe --input-pbo non-existing.pbo

Result:

>dir
non-existing.pbo

Expected behavior
No file being created
