Remove dependency on Source code management?

Currently seems like SICCI is dependent on source code management. How can I use it for project which is not under source control? Let say I have a project under source code management which is used as base for several generated applications - there is a tool which reads certain configuration and generates sources for each generated app.

There is a jenkins plugin called "File System SCM", which simulates a file system as a scm. Eventually this could solve your problem.
