BuildingSync Translator State Abbreviation Issue

The BuildingSync schema expects the state element to be a 2-letter abbreviation. Review SEED's BuildingSync translator to ensure that we translate the state field from full state name to 2-letter abbreviation (when appropriate) when sending to Audit Template or exporting to BuildingSync in general. Otherwise the xml file will not pass validation.
