Retrieve Audit Template reports dynamically

Audit Template has an API that we can use to get the list of their report template. We should use this functionality to update the Audit Template report dropdown (more dynamically) . This will allow jurisdiction's new templates to show up automatically when they come online, rather than having to wait for a new SEED release that include them.
