Add single-qubit squash passes to `tket-c-api`

tket-c-api currently exposes a couple test passes.
We should progressively expand the API, but in the short term we need at least

• SquashRzPhasedX.

Optional extras:

• EulerAngleReduction
• AutoSquash

Additionally, it may be beneficial for debugging/testing to have a generic apply_pass call relying on pass serialization.

Can we consider this resolved? We now have the ability to apply any serializable pytket pass to transform a Hugr.
