Benchmarks for FTQC pipelines

To track performance of the FTQC performance pipelines we should add ASV benchmarks for these transpiler flows. This includes e.g. transpiling to Clifford+T and to PBC.

This should track runtime and quality (and is it possible to track memory load, too?). #15386 starts this effort already.

It would be good to set these benchmarks up early in the 2.4 cycle to track improvements.
