The PELICAN_LOCALCACHE_RUNLOCATION directory doesn't seem to be created when it's set as a parameter as opposed to the default location.

This is occurring in the Condor Config for some EPs on the CHTC.

I believe the fix should just be to ensure a mkdirall is being run on the directory when needed.
