In testing, I have found you can use set_country_type = decentralized in any effect (including country history) to make a country decentralized (or any other type), regardless of the country's defined type (which reasserts if the country is released or reformed after annexation). Note that this does not affect laws or other facts of the country as it exists at the moment.
Additionally, dynamic country names can check the country's type is_country_type = decentralized (or other types).
These two factors together make consolidating country tags for decentralized world easier (and avoid forcing decentralization on vanilla tags).
