Right now we get Slack messages about health events from many accounts, which leads to lots of duplication.

It probably wouldn't be too hard to throw some data in DynamoDB to keep track and only send each health event notification once to Slack.

Need to do this in a way that ensures we still know when an issue is affecting multiple accounts
