PASTA does not create data entity ACL rule when scope is EDI and there is no explicit public access or deny

PASTA fails to create an access_matrix rule for data entities when the data package EML is void of any access rules and the data package scope is "EDI." In this particular case, PASTA adds the "changePermission" package-level access rule for uid=EDI in the Leve-1-EML.xml, but does not add an explicit rule in the data entity distribution element. See edi.1250.1 as an example.
