Crossref's RSS/Atom feed does not contain enough information to reliably and programmatically determine if there's a current issue with a Crossref service that might affect the Portal or PASTA. Instead, we will add a process to periodically test the specific Crossref endpoints that we rely on, and display a banner if an endpoint is not responding correctly.
