[WEB] SSL cert doesn't refresh #231

The certificate gets refreshed, but the website needs to be restarted for the new certificate to be used.
Possible workaround by restarting tomcat: https://stackoverflow.com/questions/39527478/can-we-avoid-spring-boot-application-restart-to-refresh-the-certificates-associ
