Add version argument to scripts

juliaup default 1.10 or juliaup default 1.11 changes the Julia version systemwide. This is problematic for developers that want to do other tasks while waiting for Julia to compile and build a system image. Using a version argument to the bash scripts would solve this issue, similar to being done here: #197.

Adding this feature would make the existing scripts, which are already hard to understand and difficult to test and to maintain even more complicated and even harder to understand and to test.

For create_sys_image and create_xz_file.

I have different workflows than you: I like to start create_sys_image and then develop on a different branch or on a different package.

Creating a new system image and new xz files takes a lot of time. It would be nice to be able to run these scripts with a version argument:
./bin/create_sys_image +1.10 && ./bin/create_xz_files
And then come back when they are done. I already do this, but now I am stuck with julia 1.10 while this is running.

Some scripts already have a version argument, so I don't think it will add much complexity. It would even reduce complexity if we add the same version argument logic to all scripts. It would make it easier to use the scripts as well, knowing they work with the same arguments.

Before adding new features to create_sys_image, the basic functionality should work reliably. For example, #231 should be implemented first. In addition, #232 should also be addressed before adding new features.
