Arabic text generated by texttopdf is not RTL as it shoud be

Describe the bug
For attached file the arabic characters generated by texttopdf are Left To Right instead of Right To Left as it should be.

To Reproduce
$ vim o381997836-utf.txt # any other text viewer/editor works fine
$ sudo cupsfilter -p /etc/cups/ppd/TOSHIBA_e_STUDIO2555C_11497767.ppd o381997836-utf.txt >out.pdf

Expected behavior
Arabic characters should be RTL. The are LTR in the generated output.
