Is the Affero GPL license intentional?

I see that the majority of the code seems to refer to Apache 2.0. Also, the equivalent plugin module for Apache uses that license. However, the license listed at the top level of the project is Affero GPL

We would love to use this plugin, but are likely not going to be able to use/contribute to it based on that license.

Was using Affero GPL an intentional choice? Can other licenses be permitted?

Affero GPL is intentional, I don't see any references to Apache 2.0 in this project or its liboauth2 dependency (this is not mod mod_auth_openidc)
