As the title says we need a fluid mode setting (ignore fluids, only collide with source blocks, always collide)
Currently when painting on water, the water would act as a solid which is not required in 99% of cases
this would fix the issue where you can't paint blocks that are covered by water without having to be very close to the blocks you want to paint
Are there any alternatives?
Using a mask, but that doesn't solve the issue that you can't replace block beneath water
Anything else?

In theory, we could also add a setting to add block exemptions, this could be useful when painting in a world with lots of short / tall grass or flowers
