getting this error no matter what and cant be registered.
no more free domain?

I may be late to answer this but I raised the same issue to Hetzner's support and as per them, unfortunately, it is not possible to create own zonefiles for subdomains.

You would need to create a zone for [cluster.ws] to add these records which is not a possibility.
