All items of /data folder can be splitted into many parts, using country codes as label and criteria.

Rationale: to reduce sizes (dataset size recommendation) and prepare datasets for its "notablity and precision authorities".

The "relevance" or "notablity" problem with Permanent ID, and the only solution is to design a curator for each subset of OSM features. The natural subset and "autorithy community" is the nation, so each country. The best watcher (as Wikipedia or Github watchers) is the community that live in the country of the geographical feature.
