Cannot view concept sets for characterization feature #2642

Expected behavior

Going to the URL: https:///atlas/#/cc/feature-analyses/XXX with security enabled allows a non-author to review the concept sets in a selected feature.

Actual behavior

Clicking on the "Concept Sets" tab for a feature that was created by a different user does not work.

Steps to reproduce behavior

User A creates a custom feature (with at least 1 concept set) to use in a cohort characterization
User B attempts to view the custom feature's concept set
