Describe the bug

installing module blocks access to parameters

To Reproduce

16.0 mgmtsystem_hazard_risk

Steps to reproduce the behavior:

  1. after installing, go to parameters
  2. try, for example, to configure document page layout
  3. a popup indicates invalid field: risk computation

Expected behavior
should not block normal activities

BTW, this is a blocker... must deinstall in order to use the database.
