Pantheon: missing cursor-shape-v1 support

Describe the bug

elementary/gala#2683

We pin mutter to 46 on Pantheon. mutter 46 does not support cursor-shape-v1. This causes large ugly fallback cursor when running GTK4 apps.

We need to update Pantheon's mutter to 48 or later.

I did a quick attempt in master...bobby285271:nixpkgs:wip-pantheon-mutter48 but then the greeter crashes on startup and I haven't looked into it yet (ugh, Arch Linux also pins mutter to 46 so we don't know if any distros have got this working yet)

Steps to reproduce

1. Use some GTK4 apps.

Looks like they added support for Mutter 49 after the version release:
elementary/greeter@8.1.1...main

Is it possible to apply the Mutter 49 patch and see if it still crashes?

@bobby285271 I managed to build Gala & Greeter with Mutter 48.

I tested this with the nixos-unstable branch as base:
