How to build with recent alpine:3.16

@varnerac , the current dockerfile is based on alpine:3.6 which is pretty old. Now the latest is alpine:3.16, but the docker build will fail. When will you upgrade to alpine:3.16?

@lihongbj would installing OpenSSL 3 in FIPS mode work? It doesn't have it's certificate yet, but it's in process
