[FEAT] V3 Human Participant in the Discussion and Voting

Objective

Add an option for a human to be included in the discussion and voting.

Initial Implementation Requirements

• Note from Kirill - would need to modify the Klat client to add a mode, or else extend the chatbots interface.
• Will need to set up some mechanism to force waiting longer for the human's input, but also account for humans who wander off while participating in the main chat. Their own individual conversation ought to wait for them, perhaps forever, but a main public conversation will need some sort of time out, and also probably an admin-level override to stop waiting.

Other Considerations

• Elon - would like to see this feature implemented within a fully free-form situation.
