read gbp.conf from debian dir #2

Would it make sense to read gbp.conf from the debian directory rather than ~/gbp.conf in package_export_dir() in pbuilder.py ?

~/gbp.conf is less intuitive and debian/gbp.conf is probably always going to (need to) exist?
