[FEA] Common RUN_ID across tools execution + syncing output folder with RUN_ID

Tools logging currently does not have a unified RUN_ID that it uses across.
This RUN_ID should sync output_folder + local work/cache directories + log file name.

This comes in really handy to figure out a common pattern and use that as reference to extract relevant information from either the logs or get the related log file

That is not related to the actual files where the logs get redirected. I can link it to the uber issue but this is not related to it.
