[GH] Update CCCL project infra to move issues between new statuses

Investigate whether we can inspect CI results in our automations, and automate status updates between:

• In Progress (Draft, tests not running)
• Review (ready for review and unapproved, ignore test state)
• Testing (approved / draft, tests are running)
• Integrate (not draft, approved, passing)
