Description

Total power output very low when using 2.5D domain.

Steps to reproduce issue

(on master branch):

run 2-wind_farm_3D.yaml
run 0-wind_farm_2D.yaml

Current behavior

3D version runs as expected, produces 4.3 MW sum power
2D version produces very low turbine powers and sum power (37 kW)

Expected behavior

2D version powers of same order of magnitude as 3D version powers
