Fuel Cell not throwing error for dispatch beyond max categories

Describe the bug

-Fuel cell manual dispatch is running for dispatch period 7, despite their being a max of 6 different operating modes in the schedule.

Expected behavior

There should be some sort of warning or error message saying that there is a maximum of 6 dispatch modes, similar to manual battery dispatch
