Potential TSV upload issue?

If a user uploads multiple nodes or edges files, do all of them need to have header lines or just one of the files, and how would the system know which file has the header line?

Possible solutions:

1. Insist that all files have an identical header line, even if duplicated across every file of the same type (node or edge), then the system would account for that in the merge process?
2. Only one file ("the first") has the header line. Q: how does one communicate the identity of such a file to the system?
3. Header lines uploaded in a separate, distinctly named files; all other comparable files are just data lines?
4. Other option???
