[WIP] Migrate data from old veda-features-api stack

This stack is the one we are providing ongoing support to, but we still have an existing database filled with wildfire data that we would like to decommission in favour of this stack.

Tentative steps:

• establish known event timing and windows for migration
• create snapshot of live firelines data
• add functionality to this repo to load data from a snapshot (similar to veda-backend)
• test data migration in dev
• perform data migration to staging/production
• cut over services and domains using the old database
  • coordinate with FEDS/EIS team, many collaborators are using the delta-backend urls
  • add openveda.cloud origin and behavior for features api
  • update stac collection hrefs
  • docs.openveda.cloud ogc tutorial needs update
• delete old database
