RegistryCI and TagBot

TagBot would make it slightly less annoying to create new versions.

Packages using the MurrellGroupRegistry are advised to add the custom registry to their .github/workflows/TagBot.yml for automatic tagging upon registration:

Having issues creating TagBot Trigger Issues. The workflow isn't causing DLProteinFormats.jl to tag a new version for example (I did it manually). Might be because it's not a pull request, but the RegistryCI.TagBot.main (https://github.com/JuliaRegistries/RegistryCI.jl/blob/master/src/TagBot/TagBot.jl) supposedly considers scheduled triggers as well, but it's not detecting the DLProteinFormats version.

Alternatively could enforce opening pull requests, and hosting our own Registrator bot: https://juliaregistries.github.io/Registrator.jl/stable/hosting/

TAGBOT_PAT is now a registry-level secret, and MGR packages can be autotagged with the following:
