In this repo doesn't exist the "contributing" file, which should describe how a user can contribute to this project.

Good point, I think that we need to write it in italian anyway.
About the content to me the points:

asks on the telegram group about a ticket
tickets with question label are for discussions (on telegram)
require the reading of the readme

I don't know if are required more points
