Notes for the idea. To implement after 2.2 I guess.
Preparation for crisis: Have leaders go missing. Leaders will later emerge as admirals in crisis fleets.
On the start, spawn 4 shroud entities in different parts of the map and start spreading, invading neighbours. Each starts blobbing, claiming adjacent systems. The shroud entities serves as focal point, but each is escorted by a mundane fleet of cultists, maybe more.
When entity reaches an inhabited planet, it starts floating above it for some time, indocrinating it. If successful, it will claim the system. New cultist fleets are spawned periodically as well.
If enough time passes, 4 entities might turn on each other, splitting crisis country in 4.
After all crisis countries are defeated, each group of planets indocrinated by a specific one turns into evil spiritualist country.
