[Bug]: Unusable MM with infinite load after Chrome upgrade (and MM upgrade at the same time)

Describe the bug

I upgraded Chrome to Version 131.0.6778.205 (Official Build) (x86_64), then I re-started Chrome.
Upgrading Chrome lead to an automatic upgrade of my MetaMask Extension (from v12.8.x or 12.9.x to v12.9.2).
Then I clicked on the fox icon to open MetaMask and faced the infinite load issue.
Closing and re-opening MetaMask doesn't change anything: I keep facing the infinite load issue.
When I click on "Manage Extensions", and try to access the logs of the MetaMask service worker, I can't because the service worker is shown as "inactive".

The fix was to click on "Manage Extensions", then enable "developer mode" (toggle at the top right of the window), then toggle MetaMask Extension OFF and ON again. Now MetaMask Extension works as expected again.

Expected behavior

When I click on the fox icon, MetaMask Extension opens as expected.
