Describe the bug

When creating accounts in various ways the account list can get very confused.

Expected behavior

Should show the accounts normally and not create duplicate accounts while dropping a previous account.

Steps to reproduce

1. Create 5 accounts in metamask using seedphrase X
2. Export the private key for Account 4 and Account 5
3. Uninstall and reinstall, onboard with seedphrase X
4. Create 3 accounts (Account 1 - from import, Account 2 and Account 3)
5. Using the Import Private Key option, import Account 4 and Account 5
6. "Create Eth Account"

You will now see Account 6 in the account list twice with the same address.

7. Now hit "Create Account" again

You will now see Account 7 in the account list twice with the same address as the one Account 6 had before and you will no longer see Account 6 at all.
