Note that there are a couple entries with blank cities in AL that we'll need to consult with the guide and fix.

Those empty cities are locations listed under “Statewide”. It’s a new feature of the late guides so we might have to come up with a way to handle these.

One thought I had was maybe adding the state’s capital so that the geocoding script can still plot those on the map with general coordinates of the state.
