Feat: Show relationships to nullify

Relationship nullification is oneway, meaning if A removes relationship with B, B still needs to remove relationships with A.

There should be an endpoint to find all relationships that one has active that the counterparty has nullified, and the CLI should also be able to iterate through the returned relationships to nullify them
