Echo Chant (Cast Time Reduction Passive) Not Working

--Issue--
I've noticed that adding ranks to this passive does not seem to affect the cast time of spells. I had assumed that the passive modifies the attribute from Iron's, "irons_spellbooks:cast_time_reduction", but if it does, then testing the attribute via the attribute command reveals zero changes between the passive having 0 - 20 ranks. Specifically, the value of the attribute never changes from the base 1.0.

Update on this. Echo Chant seems to erroneously increase the max mana of the caster instead of touching the cast speed.
