Detailed description of the problem

If I have opened an album containing several photos and then scroll down and open the album settings using the arrow, these are not visible.

Steps to reproduce the issue

1. Go to an Album
2. Scroll down
3. Open the Album Settings

I can make it scroll automatically up for the settings to be visible.
I decided against to avoid "surprising" the user.

When I click on the button, I find it strange when nothing happens. Otherwise the button should only be visible when you are at the top.

But I would suggest that it is always visible with css style position: fixed; as long as it is open.

The problem with fixed is that it prevents scrolling, and it could happen that the settings collapse is bigger than screen height. Not so keen in added another scroll bar in those settings as you can imagine :)

Then I would suggest setting the scroll position to 0 when clicking on the arrow. Then the dialog is also visible.
