If you go past the normal boundary for music, you can get to sound effects. The problem is, anything that isn't PCM8 is really quiet. For example, index 197 of Mario & Luigi: Superstar Saga is the battle intro sound which mixes PCM4 and PCM8 which makes the issue very apparent. (video)
If you go to the track view you can see the volume for track 10 (PCM4) is being set to 100, which is what confuses me.
