bcftools 1.8 is difficult - reqork to use 1.9 or greater #103

bcftools 1.8 causes a lot of headaches during installation. Monopogen isn't really portable because of this dependency.

It would save a lot of time and effort for a lot of people if bcftools 1.9 or greater could be used in Monopogen.
