Conflict with 'Refined GitHub' extension: the reaction names tooltip no longer appears (Chrome only)

I have noticed that, if you have enabled both GitHub Hovercard (GH) and Refined GitHub (RG),
the reaction names tooltip doesn't appear when mouseover hover reactions.

STR

• In a fresh Chrome 87 (win 10) install GH 1.9.2 and RG 20.12.9 (with Firefox the issue doesn't occur)

• Go to e.g. [feature request] Script Grouping violentmonkey/violentmonkey#287 (login or not). See the 1st post: the last 👍 reaction is by me.
  If you have disabled either both extensions or one-at-a-time, then the reactions tooltip works ok:

  Both extensions disabled/Only GH enabled

  

  Only RG enabled

  

• If you enable both extensions, the tooltip no longer works:
  
  Disabling GH makes the tooltip appear again.
  There's no error in Console.

This is because GitHub Hovercard will show a user hovercard on avatars and this may overlap with GitHub's native tooltips so we stop showing tooltips where a hovercard may be shown.
