Preferred formats are disabled

Describe the bug

Version 1.13.1.
While in Format section of Settings I can't select any preferred formats - they are disabled. They were enabled in previous versions.

To Reproduce

1. Click "gear" in top-left corner of main window to open Settings.
2. Go to Format.

Error reports
